had a q8300 and 8gb of ddr2 i have it paired with a rx460 i've seen builds like this work before but it appears to bottle neck my system help

Tough to say for sure without any usage charts or anything like that, but it sounds like CPU bottleneck IMO. a 460 should be able to handle low graphics GTA quite well.

 

But you should let us know your CPU usage, GPU usage, RAM and VRAM usage.

possibly the q8300 even though i've seen q6600s work with 950s

Yes. but like i said earlier, you need to tell us what your hardware monitoring software is telling you when running the game. we need numbers in order to help you. Just naming off system specs leaves us guessing.

What is your GPU usage, CPU usage, VRAM and RAM usage?

That's not enough. Get a monitoring software and make sure you're actually getting bottlenecked.

% hdd usage all over place from %3 %6 %10 then spikes in to 60s and sometimes 90s 

cpu fluctuates between %77-%93 

about 4gb of the ddr2 is used

gpu1 at %100 gpu2 at between %22-%50s gpu at about 46 degrees

That is really spare data.

What you need is a graph of your individual CPU Core usage, RAM usage, GPU usage and VRAM usage. Then we can figure out what is maxed out and what needs changing.

You said your GPU sits about 46 degrees, which is good. Make sure none of your system components is overheating.

The pc is funny with hw monitor can only get it to run once then it won't run again and I have to reinstall

It is an old oem mobo and I just wasted $100 on a rx460
