You said your GPU sits about 46 degrees, which is good. Make sure none of your system components is overheating.

cpu fluctuates between %77-%93 each core stays at about 73 degrees %85-%94 usage with the ocasional drop in to the mid 70s each core the 2.6ghz holds
about 5gb of the ddr2 is used
gpu1 fluctuates between %35 the spikes back to 90s gpu stays in the 50s in temp

If you could post a graph of an hour or two long playthrough recording each component usage, that would be great. Your explanation is pretty convoluted unless you can tell me the averages.

I don't need temps or core clocks, they look fine.

The only thing I can catch here is the unusually low GPU usage. Make sure your drivers and GPU BIOS is upto date.

Please open Precision with the on-screen display. Seeing the trends of the system's components is more valuable in diagnostics. Texture popping is usually due to textures/objects/etc. not being placed in VRAM or system RAM and can account for the low frame-rate.

Yeah, looks like your GPU isn't being utilized fully. So something is preventing it from peak utilization.

Before concluding it's a CPU/RAM bottleneck, I wanna make sure your GPU drivers and VBIOS is upto date. And for that matter, all your other drivers and motherboard BIOS.

There are no issues with your motherboard. If you go through the steps I mentioned and still face low GPU usage, it's simply because your system is too old and too weak to fully utilize the RX 460.

A few things of concern stand out when looking at your situation. The first is that your PC is running windows 10, considering how old it is, did you do a clean install of windows 10 or upgrade to it from a previous version of windows? Second is you mentioned you just bought the RX460, did you properly remove the drivers from the previous Graphics Adapter before installing the new one? and Finally, in one of your posts you had usage data for 2 GPUs, is the previous gpu out of the system or still installed? If its built into the motherboard, make sure that it is not set as the primary video card.

Most people automatically assume its a hardware bottleneck but you could be having bugs and glitches caused by software and outdated drivers too. Do you also have the second portion of the chart with the CPU metrics? It looks like your GPU is working at it's best but the frame buffer seems to be erratic. Are there any settings that you can lower such as AA?

i'm getting a 45fps average in gta and 60 in fallout 4 idk it just started working

Glad it's working now, Old drivers or corrupted drivers can cause serious performance hits but people usually assume its defective hardware. As I mentioned in my previous post, you should do a clean install before giving the PC back to your friend. Old drivers left over from a previous windows install can cause unexpected issues, this is especially common in windows 10 since windows 10 tends to hold onto a lot of old driver files that are no longer supported in the new OS.

 

Doing a clean install is easy if your PC is already on windows 10, Start > Settings > Update & Security > Recovery > Reset this PC, and on the install wizard, choose the option to do a clean install. It's up to you if you do this or not but if you want the best performance out of the hardware, I strongly suggest you do it. Good Luck.
