Issues with resolution especially Mafia 3

Hi all so im pritty new to pc gaming and cant get my head around resolution settings, whats good whats bad.  Most of the games ive installed are automatically optimimised by Geforce experience.  However my biggest issue is with Mafia 3.  Just installed it today and no matter what resolution i set the game is choppy as hell. Overall im not getting good stable graphics with any game.  Here is my rig setup:

 

Intel Core i5 6600K (overclocked from 3.5ghz to 4.5ghz at 1.260v)

Corsair DDR4 16gb ram (2x8gb) set to x.m.p mode running 3000mhz

Gigabyte GTX 1070 Foundation Edition 8gb graphics

Evga 650w G2 Gold edition psu. (currently switched to eco mode)

Samsung Evo 500gb SSD

WD 2TB blue HDD (for random files, games are all installed to the ssd)

Asus Maximus Viii Alpha Motherboard

Corsair H80i AIO water cooler for cpu.

Samsung 4k 40" tv as a monitor as unfortunately i can use both a gaming monitor and a tv as their is no room. 

 

I have installed the most recent driver form nvidia which is designed to optimise the Mafia 3 game but it doesnt show up on the list of games with nvidia experience even after re scanning the pc.

 

Was thinking of OC the gpu but don't know if it will make a huge difference?  Is it just the game? It just feels like ive spent a lot of money on this build and yet it struggles playing modern games.

not long like 20 mins mainly because the game was so unplayable in any resolution and any option i selected.  It was either crap quality or brilliant quality but laggy as hell.

you can still get a refund on Steam. think under 2 hours is the policy

I think part of the issue would be the framrate "cap". I have been playing it (Maxed out DSR running at double 1080p) And it is somewhat choppy. But I think when Hangar ~12? releases the 60fps patch it will look great.

 

Now, im on a GTX 1070 at stock,  and I was getting ~20 to 25 FPS at 4k (DSR). So maybe a 1070 isnt enough to drive this game at 4k, so maybe lower your settings or try to overclock your graphics card.

considering other games are giving you headaches then it clearly is NOT an issue with mafia 3. maybe an issue with drivers/a bad OS but i doubt it.

most likely it's an issue with your hardware. a bad overclock with the cpu/memory. reset everything to default and see how it performs. secondly ... it could be about power draw. sure enough ... in theory you shouldn't have issues since the cpu/gpu don't hog that much power ... however ... you do have the cpu overclocked and the psu is running in eco mode which i'm not sure what it is but i assume it's purpose is to save up on power. 

basically ... put everything to default and see what is what. 

then ... you mentioned the 4k display ... not really sure that your system is set for 4k gaming though you should be getting at least a relatively steady 30fps @ 4k in my opinion. but i could be wrong ... 

all in all ... your best bet is a hardware issue ( bad cpu/ram OC / not enough power since the psu is set on eco mode ).
