I am looking for the best custom cables (full kit) for the Corsair RMx650 in white and wondering what the best company is to buy the cables from.

I believe they do! If not you can buy them from the same store (Theirs)

cable mod for sure i used them in a weird build for my friend and got them made to the exact length needed for maximum neatness but like agentHP said it get pricey if you do that

You get a starter kit with full kits, You can buy more if needed. Their open cable combs, I believe most closed combs will also work if you know how to pull the terminals out.
