ALL CPU's are different. I could have a i5 6600K as well and only get 3.5Ghz with the same voltage.

What i would do is set the voltage to 1.3V and keep pushing the core clock up by 100Mhz until you get a Blue Screen. Then change the Voltage to 1.35 and keep going till you get to 4Ghz. DONT PUT THE VOLTAGE PAST 1.5V OTHERWISE YOU COULD FRY YOUR CPU

 

I got 4.7Ghz out of my Pentium G3258 with 1.56V :3

just look up guides for overclocking. they are everywhere

Given your cooler, I don't recommend going over 1.3v

 

As for the multiplier, 41 should be a good start. Silicon can always get the best of you, but you shouldn't have any trouble with 4.1ghz at 1.3v.

CoolerMaster Nepton 240M

With that cooler and at 1.7V it spins at 800RPM and i get 60c at 100% load

I have a Haswell CPU and you have a Skylake CPU

They are different architectures so my CPU can take more V

My CPU is also a Pentium - They are made for Low Power Usage and very low Heat Output

You have an i5 - Made for heavy gaming and can be used for Rendering

aida64 use the trail version for about 24 hours if you want to make sure, or if this is a gaming machine test it for how long you usually game  plus half or full hour extra ( EXAMPLE if you usually play BF4 for 4 hours each time you play stress  test it for about 4 1/2 to 5 hours) that how i test all my overclocks usually and nothing has failed me yet.
