Some air coolers are capable of getting similar temps as water cooling. The only time a water-cooler would only help with thermally-limited overclocks.

I have an old i5 that i delidded to run cold with my Corsair H100i. Runs 50C at load.  However, unless your trying to overclock to like 4.2Ghz a Hyper 212 EVO would be your best choice. But I will say my friend who has an EVO and a non overclockable i5 said he wished he bought a water cooler like the H100i because of the cleanness it adds to the build.

I am planning to overclock, but am planning to run in a mini itx size case
