I'd say depends on the position of PSU and which type of GPU cooler.

 

If you have PSU exhausting hot air out from the case or blower style GPU then do intake.

 

If the PSU gets fresh air from outside and doesn't really affect the case airflow or you have those open fan GPU which circulates hot air inside the case then do exhaust.

If you can use PSU as exhaust (top), then intake. In every other situation, use it as exhaust. Components don't die from lack of cool air. But they do suffer from too much hot air.

Use it as exhaust, you want to get the hot air out and the cool air will fill the void by itself.

Feeding the psu warm air isn't the best idea if it can be avoided.
