Windows 8.1 Search Messed Up

I updated to Windows 8.1 yesterday and when I search for anything like "Device Manager", "Power Options", "User Account" or "Optimize Drives", there are no search results at all. These are all settings related and in Windows 8 would show up under the "Settings" category in the search screen.  Oddly, they show up in search results for a minute or two after restarting Windows. Is it a bug? Anyone else experiencing this issue?

Hmmm... I don't understand why it isn't working. I have even tried refreshing the search index.

Works fine with me.
Before the upgrade, did you use any tweak tools to your Windows 8 at any point in time?

Make sure that the Windows Search service is set to Automatic (Delayed) and Running.

 

If the above is fine:

 -> Go to the Control Panel

 -> Go to Small (or large) view icons

 -> Go to Troubleshooting

 -> Then click on "System and Security"

 -> Then click on "Search and Indexing"

 

Let the troubleshooter look into the problem and solve your issue.

Restart your computer when it's done.
