There is no "best" 1070.

You should simply decide on what design you like, then compare prices to other models and at the end make sure you actually get a model that also performs well in terms of noise and temperatures by reading reviews.

 

Generally speaking all 1070 models are pretty good.

I like especially EVGA, Gainward, Palit and PNY coolers, because they're often the cheapest.

If you want the best 1070, you might as well get a 1080, because that's basically the best 1070 there is.

 

But in seriousness, factory overclocks make very little difference and are only there to help cards sell, really. Just get one with a decent cooler and overclock it if you want the best performance. You don't need to spend that much extra cash on what'll amount to a few frames per second at best.

 

If you want the cheapest, Zotac is consistently the cheapest or close to being the cheapest. EVGA and Gigabyte also have cards at around the cheapest and typically have better cooling than the Zotac card. There are numerous other card vendors like PNY, ASUS, MSI, etc. that all make great cards at this price point, though MSI is hard to fit in anything that isn't red and black in terms of aesthetics.

 

Regardless of which one you pick, you can overclock any of them. There is never any need to spend $60+ over MSRP for a factory overclock when you can just open MSI Afterburner, EVGA Precision, ZOTAC FireStorm, etc.

I am extremely happy with my Asus GTX 1070 ("8G" non-OC) card. Never passes 62 degrees at load even when overclocked. Silent as a rock 99% of the time.
