I do not see a difference.

ok so basically I changed my main monitors  resolution up to 1920 1080 and changed it back to 1366 768, and when i changed back to my normal resolution the quality went down a huge ton, so i turned off my second monitor and the quality went back to normal, and it does the same thing when i turn my second monitor on and off.

im sure it has nothing to do with the graphics card but its a gtx 1070 founders edition

While your second monitor is active (bad image quality), in the NVIDIA control panel under Display -> Change Resolution, select the first monitor at the top (the one with bad image), and take a screenshot of the settings there, mostly the bottom ones (color depth, format, etc.). And check if anything is different when the other monitor is disconnected.
