Yes and no... I don't know if anyone has done detailed analysis but there doesn't seem to be much if any difference in compute cores between Maxwell and Pascal. Nvidia rated FLOPS are still essentially clocks * cores. I don't know if that holds to even older generations.

As owner of both 980Ti and 1070, they give and take depending on the actual card (factory OC) and the game. You're balancing 980Ti's more cores against 1070 much higher clock.

 

There is one decider for me, which is 1070 supports newer features not present in 980Ti, like the multi-display correction thing, Ansel, and the other warping thing that might some day be used in more VR titles for better performance. So given they're otherwise similar performance and cost, get the addition features of the newer Pascal generation.

 

Personally I'd say the 980Ti is only really interesting if it is sufficiently cheaper than a 1070, and where I am the 980Ti is occasionally on a deep sale where this might be the case. The 1070 pricing is holding up though.

If they at same price id say 1070 as long as its not founders edition.

What case do you use? I'd go for the 1070.

Use the FE for smaller cases and the AIB's for larger cases.

The 980ti is less energy efficient, and so, depending on how much you pay for electricity, the 980ti could cost you an additional $20 - $45 per year, if you use it at full load maybe 3 - 4 hours a day. So, for a 980ti to be a competitive offer to a 1070, it should be like $80 cheaper than the 1070, to offset the difference in cost to run it for 2 - 3 years.

The AIB's are your best bet then. Smaller cases do better with the FE's which is why I asked.

1070 because its newer tech and they perform the same.
