So I don't have enough money to buy my rig + peripherals so do you guys recommend me buying my peripherals first or build my rig first.

P.s I have a computer I'm using now which isn't good. I'm also building my own individual pc

buy the rig first, you can make do with a cheap keyboard/mouse/monitor but you can't with cheaper pc components.

I bought good peripherals before my pc, though that's because I needed peripherals about a year before my computer.

get an i7 6700k, the i5 WILL bottleneck the gtx 1070 in 1080p 144hz. also, i'd swap out the NiC for a cryorig m9i or h7. otherwise everything else is fine.

Yes, but it's quite hard to reach that limit. You need LN2 and a binned chip but on your setup it will also have one but from temps :P You should get aroung 4.5GHz
