I want to take my RaspberryPI and 4 of my devices and create a device that makes those inputs in to a split-screen device could i do this? how?

Does any of the rpi's IO even have the bandwidth for video streams?

Idek, maybe if you overclocked a pi3, but I doubt it. Capture card is probably the best way to go, but I'm not sure if there's any out there (on a budget at least) that can take more than one video in.

From your posts I assume you are trying to use the rpi as surveillance camera machine (or whatever that's called)? Hate to break it to you but rpi is a poor choice for that. Unless you want to like.. plug in a few webcams with external power. Even so, the end results would not be great.
