I stream my games to twitch sometimes, I want to stream them in the resolution I have which is 1080p. I have a i7-4790k, and GTX 1070. How would one go in OBS to stream at the best quality I can?

Or would it just be better to record the game to my ssd, and then upload later?

settings > encoding > set the bitrate to 2600kb/s or 3000 for better quality (that twitch will allow or you will be banned over overexceeding)
if it's still bad quality, get better internet, or record then upload later

Well, I wouldn't stream in 1080p as the bitrate to stream it without it pixelating is quite high.(you can also adjust your x264 encoding profile to use more resources but it will hammer your cpu) Also for bitrate I would not go over 2300kbps as you want to account for the people that are watching at lower download speeds. So unless your a twtich partner, I would limit the stream to 720p@2100-2300kbps. You can also use this to get a rough estimate https://obsproject.com/estimator

720p 60fps is usually better for twitch. Also the max bitrate you should stream at is 3500kbps, which you can definitely do with your internet speed.

Streaming and recording are completely different things for completely different audiences. You need to decide what you are trying to do and why.

For Streaming settings, the encoder, would i want Software (x264) or Hardware (Nvenc)?

Nvenc will give you less performance impact while gaming.

I would.

People say software H264 offers better quality, but with the amount of compression that happens at twitch I can't tell a difference.
