Try running it in a compatibility mode. Or maybe disable the intro to see if that's what's messing it up.

When i say intro i mean the opening cut scene, have tried compatibility mode.

Laptop. I was asking because I know with AMD cards they run a "recommended profile" from the driver. I had to disable it to run Neverwinter Nights properly. Does NVIDIA have game settings in their drivers?

You can optimize stuff in Geforce Experience.

So maybe you need to disable some of those things then, if anything is interfering with the Fallout exe.

Make sure the game is running on the dedicated GPU and not the integrated graphics. It might not switch correctly to the game exe because it has a separate launcher

This may or may not work, but try switching your native windows resolution. I've had issues when I have switched video cards or monitors where games don't load correctly. Switching to a different resolution or changing the refresh rate of the monitor would fix it. Worth a try.

Fallout 3 and New Vegas both would not run in win10 for me.  Both ran beautiful on win7, same computer with no hardware changes.
