Should run at a constant 60FPS for the most part with max settings and HairWorks disabled.

i'm getting 80-90FPS on ultra no hairworks with my 980ti at 1440p...lowest i saw in novigrad was about 75FPS.

I doubt it, I get that with a 1080, maybe more like 65-75 fps.

i'm able to do 60fps with all settings at high, some at max. reason i have some settings at high is that some of the more forested regions in velen and toussaint can drop fps to around 45-60

i7 4770k at 4.2 GHz. I with my 1080 running around 2012Mhz in game. I don't think it has anything to do with that, maybe you have some settings lowered?

That's about GTX 1080 performance TBH...

Nvidia: 1070/80 (it doesn't matter which brand you choose they all perform more or less on a same level)

AMD: RX480 in Crossfire or high end GPUs from the older GCN architecture)

Easily Ultra setting, if not you simply lower the Foliage Visibility a notch.
