cpu throtteling while cold

Its downclocking to save power. Fire up a cpu intensive program and it should go up.

yes googled it and saw to do that same thing and i fired up cinebench nothing changed

Could be windows power settings not being set to high, thus the chip isn't allowed to use it's full range

Or it might be the fact that task manager is horrifically bad at reading CPU speeds... use HWmonitor or something.
