I disabled Intel Turbo Boost and EIST, then i changed Processor Current limit Auto->250

I'd recommend overclocking through the BIOS. It's much better.

Do not use windows task manager to monitor CPU speeds, it is often wrong.

Use a proper tool like aida64, intel XTU, CPU-Z, etc...

mate try HWmonitor. Task manager once showed my friends cpu to be at 100% all the time when it was actually at 10%
