I updated to the newest version of Windows 10 which I assume is the Anniversary update but rolled back because of having capped at 60 fps at games without Vsync enabled.

MSI GE62 Apache Pro: i7 5700HQ, 8GB RAM, GTX 960m, 1TB HD, 64-bit Windows 10

OS Build: 10586.545, Bios version: E16J2IMS.111

All games I assume, well check your nvidia control panel setting to see if windows somehow changed the global vsync setting to on.

I turned it off but the problem still persists even with the in game vsync turned off and the power settings are on high performance.

Well unless windows 10 has some implementation of Vsync for programs (highly unlikely) then it likely messed up your drivers for the GPU, in which case try reinstalling them (use clean install)
