What are you using to measure the clock speed with it going up to 4.7GHz? Did you do any overclocking yourself?

Yes i have overclocked it myself in the past, but didnt like how it was always running at the frequency i overclocked it too (4.7GHz) I like the normal dynamic clock speeds that are present without a overclock, but could never figure out how to get the dynamic clock speeds to work with a manual overclock

When it was running at the same frequency, what was your power setting in Windows?

If it was set to High Performance, the clock speed will remain at a constant. If it's set to Balanced, it will work dynamically.

If you overclock properly it should downclock at idle.

It should only reach the overclock speeds under load.
