Budget GPU Suggestions?

I'm giving my brother a $400 budget to build his first computer. I know that isn't a ton, but it should be fairly decent for low to moderate expectations. I've been eyeing a GTX 950 mini on Newegg that'll be about $110 after MIR. Now, I know that this isn't the price to performance sweet spot. That's not what I'm going for. But does anyone have any better suggestions for a GPU at about that price point?

In terms of new hardware, I think that may be the closest you can get within that budget. Have you considered looking for used?

 

Alternatively, could look at the AMD APU's, not sure how far they've come, but they used to be a *decent* budget option?

Honestly for that price the only card that can compete is an rx 460. It offers similar performance but is actually a bit worse than the gtx 950 (about 10%) so I'd get the gtx 950.

The RX 460 can be behind, equal, or a bit ahead of the GTX 950 depending on the game. It could go either way, but I will point out that when the RX 460 is ahead, it's usually by a larger margin than when it's behind.

Both seem like good choices for this build in my opinion. Depends on what games will be played on this system, how closely priced the two are, and what trends in gaming tech you personally believe will catch on.

I was looking at tom's hardware review where in most cases the gtx 950 edges out the 460 more often than not.
