There are unofficial Discord, Teamspeak amd other chats. Closest to official is Twitch chat. And you know how that is.

 

Can write longer explanation when I'm back home.

 

E: So main reason for why chat room is not going to happen is moderation. Official chat room would require moderator watching it 247. Current mod team is working for free as volunteers. They do what they can to keep forums clean and nice to all. It would require paying someone to fill in those hours that fell into dead timezones. Times when US/CA people sleep and Europeans are at work/school. With Australians being somewhere in between.
