That actually looks pretty good.

I don't see where you can make much changes other than...the graphics card.

 

Keep the RX-480, but get another one other than the reference cooler.

The XFX RX-480 XXX is literally the reference cooler with a backplate -- it will run a little bit on the warm side.

 

Just so you, this is how the reference cooler looks like when disassembled.

All I can say is, not a whole lot.

(You have to give them props though, surprised even THAT can keep a RX-480 from overheating)

Looks like it's almost the same heatsink used for the 7950 (which ran hot...very hot...) and loud...I have one...

Which is one of the other 290Xs I have  

That particular cooler I have is a sapphire one with a different shroud and oh boy is it loud and it's constantly pinned at 90c+ underload
