Keep the RX-480, but get another one other than the reference cooler.

The XFX RX-480 XXX is literally the reference cooler with a backplate -- it will run a little bit on the warm side.

 

Just so you, this is how the reference cooler looks like when disassembled.

Looks like it's almost the same heatsink used for the 7950 (which ran hot...very hot...) and loud...I have one...

Which is one of the other 290Xs I have :D 

That particular cooler I have is a sapphire one with a different shroud and oh boy is it loud and it's constantly pinned at 90c+ underload :/
