Vibrating pop-up on Chrome mobile browser?

Uh so every device has a settings page, in that is an ABOUT page, that entire page is public to all apps and all websites loaded into your phone, The message is simply coded like Display.out "Your device [GET.about.Device.Name] has been infected"
Also vibrate controls are also handed over by chrome because they fall under the giant list of controlls of "sound and music" so if you want to give a website permission to play music your going to also give it permission to vibrate.
and CCleaner on your phone WUT
Your phone is not infected its just an ad that has access to things every app can access
EDIT: Im a coder sorry, I should explain that when I say the ABOUT page is public, it means everything has access to it, without asking.The main purpose of it being public is so APPS can determine what Resolution your screen is, so they knew what size UI and stuff to use
