Try boot into safe mode,  and uninstall the theme,  then reboot

Hello, I have an issue with my computer. Basically, I have windows 10 pro and decided to get a skin for Windows 7. After I installed it my windows was very strange and had a black screen but you could see the task bar etc. I decided to restart my PC as it was like that for 5 minutes. After rebooting, the login screen came on like normal but when I logged in the screen would flash white and eventually stay a permanent white. The cursor can still be seen on the screen.  Any ideas how to fix this?
