Try rebuilding the whole system? When I built my pc I had the same issue, the next day I rebuilt the pc and it worked like a charm. There must be some loose connector. If not, the motherboard is probably faulty.

only take out the cables, not the components. itll take like 5 mins

This was the answer! It wasn't a loose connector but I had a MicroATX board in this case previously and one of the stand-offs was contacting the back of the board. Fortunately the board protected itself.
