What is mac address spoofing? Can you use it to give 2 separate things the same MAC address? (Ie my internet comes in through a Ubiquity dish and since it is it's own static IP the dish takes the IP instead of giving it to my router.) so could I give my router the same MAC address as the dish and then my internet would work?

It is when you change the MAC address used by your computer.

MAC address and IP address are not the same things. You can do IP address spoofing too, but it would not help in your scenario. If you "need" to have two devices have the same IP and/or MAC address then you are doing something horribly wrong, and you will probably cause even more issues by putting multiple devices on the same addresses.
