What is the best cooler I can get for about $75 including tax and shipping? My temps seem to be really high and I don't think air cooling is cutting it. I have a single vent on the top of my case so I could get a single fan AIO. I would prefer water cooling because I've heard that it's better for cooling and takes up less space. Please let me know what your suggestions are.

what are your specs ?

For that price the best you can get is an AIO with an 240 rad.  Silverstone, LEPA, maybe a DEEPCOOL.

Watercooling isn't necessarily better than air cooling. A high-end air cooler such as the Noctua NH-D15 or CRYORIG R1 Ultimate will easily beat 120/140mm AIOs and rival 240mm ones whilst being quieter.

Those temps are fine. Do they get any higher? You're fine up to 80-90c at load.
