So I am going to university in England in a couple weeks and am planning to build a PC while over there but I am wondering if I should go for more of a showpiece PC with tempered glass and aluminum like this (http://uk.pcpartpicker.com/list/VDNTJV) or a more subtle but still good looking one like this (http://uk.pcpartpicker.com/list/6GkmkT).  I am going for mini ITX because I am not certain about how much desk space I will have and am not going to put my PC on the floor.

Any opinions, advice or suggestions on cases/parts is appreciated. Thank you!

Either one of them can be used as a showpiece, I would use the Lian-Li PC-Q36WA Mini ITX, it looks smaller and exotic.

Also can I ask one question? do you really use a dvd reader in 2016 if so I would sugest an external one so it dosent make noise when youre not using it.

I like the first with the 2nd case.

Otherwise is you want to keep it low-key and still a showpiece Raijentek and Fractal make some pretty good looking cuboid cases.

Sometimes I watch DVDs because not everything is on Netflix and I don't torrent stuff.  But yes I agree with getting an external one, the one in the build is just a place holder so I can estimate total cost.

I thought RMx from Corsair was one of their top tier units...any suggestions on better ones?

The RMx there are few psu better than that, the AXi are a little better.

I love both the RMx and the AXi because they have the 0 rpm function, I have one AXi in my gaming desktop, and I am considering a RMx for my home server.

As I allready said I like both those cases, but I think you should consider this ones, personally if I was going to do a itx build id probably use one of the first two, the third one is good but I dont like the ssd and hdd mounting system. Keep in mind that the third one need a smaller form factor psu, but theres a versions that allready comes with a psu, its not the bes but its decent.
