what gpu to choose?

this is for my friend, he's planning to buy a gpu and he's on a budget. his choices are: gtx evga 950 FTW, zotac 950 AMP, or the newly released rx 460

What is his total budget? Maybe someone can recommend a better card for the same price.

Seriously though, RX 460 should be a bit better. It's also newer and has more VRAM

What games does he play? The 460 is stronger, but if he plays games that use Gameworks then he might prefer the 950.

well he mainly plays dota 2 and csgo but he wants to play gta V ,batman games and he really likes battlefield and maybe some old triple a games

The RX 470 kills all those cards you mentioned, and you can get one from newegg today for $200.

The RX 470 is the lowest you want to go, anything lower and you're making enormous sacrifices. The RX 470 is a really impressive gpu.

Personally I'd go for the EVGA 950, but If his budget is that tight then I'd suggest keep an eye on local ads for used cards, you can find some great deals there. If you find a good deal on a 960 or 970 you'll end up with much more performance compared to what you'd have buying brand new parts!

Batman games are Gameworks, so the 950 would give him all of the Gameworks/Physx features. But generally it wouldn't be the best value for you. If he can wait for the gtx 1050 that might be better.

With an aftermarket RX 470 you'd be getting performance really close to the GTX 970 / R9 390 at 1080p. It's a hell of a deal for $200, especially considering how strong AMD cards are looking in DX12. The RX 460 and GTX 950 make no sense whatsoever in the price range you're talking about when for a little more you can get a true powerhouse like the 470. It has to be the best sub $200 card I have seen in years (though you'll pay $200 for it since it just came out).
