what cpu should i Get

The 6400 will be fine if you can't afford any higher. Just make sure you buy an i5, it will be much better in the long run. If you are only aiming for 60 FPS, the difference between those three chips will be virtually non-existent.

I spent $2500 on building my PC and all i do with it is play no games atm & watch anime at 1080p(finally) watch YT and write essays...  nothing, it just sits there collecting dust...

You will be giving up on single core performance while gaining in multicore performance (http://cpu.userbenchmark.com/Compare/Intel-Core-i5-6400-vs-Intel-Core-i3-6100/3512vs3511). Hence, what you need to consider is whether single core performance or multithreaded performance will limit you more. The old advise used to be "for gaming, go for the best SC performance", but a) the advances in IPC and overall performance may make a 2.7GHz i5 not so slow, and b) games are increasingly using multiple heavy threads, so true quad-cores will have an edge there. For the video editing part, I'd go with the i5.

the 6400 can boost up to 3.3 GHz. It will usually operate around that area for most games when its needed.

 

If you're going to save up though, I would recommend getting a 6500 or 6600. They're not much more expensive (although that could depend on your income) and they have 3.6 GHz and 3.9 GHz boosts respectively.
