yes that would be fine, its a low en GPU and PCI-e is an insainly fast standart only thing would be if that GPU specificly needs PCI-e 2.0 or higher, check that first

I spent $2500 on building my PC and all i do with it is play no games atm & watch anime at 1080p(finally) watch YT and write essays...  nothing, it just sits there collecting dust...

If it only has pcie 1.0 some pcie 3.0 cards may not work on it, though in theory they should. I hope you are at least running at least dual quad cores in that.

Here's My Specs Motherboard: Intel S5000PSL CPUS: 2x Xeon X5450 RAM: 16GB PSW: EVGA 700w 

 

I would like to run games like: Scrap mechanic, Forza 6 Apex, ect.     My Budget is around $300-$400

i would get a used 960 or R9 380 or something along those lines, the specs of the board dont specify what generation of PCI-e there is but it says the slots run at 8x speed which means 20gb/s aparently. that is probably not any kind of problem. if the GPU fits it should work fine

Get a new or used HD 7950, R9 280, R9 285, R9 380, HD 7970 or R9 280x.

PCI-e 3.0 cards are backwards compatible with PCI-e 1.0 slots, and vice-versa. Technically speaking, you could run a Geforce GTX 1080 in there if you were so inclined. Given the age of the system, something on the modest side would be recommended, such as a 960, or an older Radeon 7950/70.

While it is theorhetically able to do so not all 3.0 cards will work in a 1.0 slot, I am not completely sure why, but for lga 771 not all gpus like to work in 1.0 slots especially newer gpus.
