So today is the day i order parts for my new PC but one issue has came up lately with GPUs...

Since i live in the UK the 1060 is wayyyy much more money than i expected to spend on a GPU (i wanted £200 and it was advertised to be that price) so over here a 1060 is £270-£300 which is around $350-$390 dollars which is a lot of money so this led me to looking at another card the RX470...

Partner cards are not on sale yet for the RX480 so the 470 seemed like a better option

So basically i am asking what should i do continue and purchase the Gigabyte G1 1060 or purchase the MSI RX470

here is my system:

I can afford both but would rather not have to spend that much money on something that is clearly (or i hope) overpriced

1060 is a GTX 980 equivalent (well, almost), while RX 470 Is more like GTX 970 + a bit slower. I'll build my upcoming system with 1060 so yeah. Btw, in your build i see you have no HDD but you have an SSD. I've talked with some specialists and they've said that it'd better if you get HDD first, because under heavy loads, ssd tends to slow down alot. So i'd say go with HDD, grab SSD later, or grab both now, and go with 1060 :)

This is the first time I hear about such thing. But, regardless a single fan can handle the 1060:

And you can find more 1060s in the UK here (make sure that the region on the top left is the UK): http://uk.pcpartpicker.com/products/video-card/#c=373&sort=a8&page=1
