wow  I am run unigity heave bench mark and it wsa the game the gpu usage stay at 100

and I also set it back to default

Rx480 is not good overclocking card so you will get like max 8-10% performance boost. I would recomment that only if you sell that one you have for really good price

will it make less fan noise

I was test speed fan and remove it but now my gpu fan will not go back to norme  and the gpu is over headting and shut the compuer down when gaming

Go Radeon Settings > Gaming > Global Settings > Global WattMan > Reset

Reset should be in the top right

use something like msi afterburner and make a custom fan profile. That might fix it

Speedfan only controls case abd CPU fans. Your problem is separate from that.
