Using Intel Extreme Tuning Utility, to stress test the cpu, i only get 2 cores used at 100 %  load, has never been 2+, recently bought PC used.

 

Intel i7 3770k at 4.5ghz

NZXT Kraken X40 AIO Cooler

GTX 670

16gb Corsair RAM in Quad Channel

ASUS Z77-V PRO

2x 2TB HDD in RAID 0

256GB SSD

You can look at the BIOS to see if any of the cores are deactivated. You can also look at the advanced boot options in msconfig to see if the number of cores used by Windows is right.

 

EDIT : Oh and the temps seems a lot higher than they should be for an AIO cooler...

I went into ms config and changed the number of cores to 4 and it completely messed it up, only 2 cores were recognized unless i need to set it to 8 because of the threads

Well it's not really great to temper with it, it's more for debugging purpose to begin with. You should look two things in the BIOS : is hyperthreading enabled ? are all the cores activated ?

The Intel Extreme Tuning Utility is kinda derpy, the readings are not correct because with my i7 6800k it reads it only having 3 active cores when I clearly have all of them pegged at 100%. Use something like HWmonitor for the readings and temps.

How the Intel utility can be that much derpy while any other software works pretty much accurately ? Oo

 

If that's the case, you can simply open the task manager and look at the cores detected by Windows. You should see all of them if Yubin is right !
