Graphics Card getting extremely hot?!?!

So I am using a R7 240 2GB (Because I don't tend to play new games and enjoy older ones), when I am playing games the temperature of the card reaches 85-95C + with the fans at 65%. I know that this is not normal. but I am just wondering what is the safest temperature / highest & safest fan speed I could have?

If your case has proper airflow and ventilation/exhaust then there is definitely something wrong with the card.  I usually like to have my cards temp lower than 70 c and at most 70% fan speed.  Most cards are rated for 95 c max so your temps are definitely not alright if they stay that high for a while.
