OEM Use

I was wondering how many times you can use an OEM Key... Windows says that my key is not valid even though I reinstalled it on this same machine twice, does that mean it has only 3 uses?

You can reinstall your OEM copy on the same motherboard as many times as is really needed in any real world environment.  The only way you can be getting issue with your license is if you changed the motherboard or potentially if MS thinks for some reason there is fraud going on.

If it indeed is the same hardware, a simple telephone activation validation phone call is all you need...

Um... when you find a tech company who doesn't outsource their support, let me know.

It's pretty common practice now.
