Try 

-width 800

-height 600  

go into steam. click properties under gta v general then set launch options and put that in there it should fix the problem

you won't believe me but i just played it on dual core,2gb ram and hd6570. It's smooth in mountains but in city it's not playable. So i would try lower res..why not

all the files you need are in  update/update.rpf/common/data and thoes two files are what you drag and replace.

 

then the other file you need is in document/RockStar Games/GTA V

 

and you have to download and install this before you do anything (becase you need this program to change the files)  http://openiv.com
