GTX 1070 sli in x8 ports?

I want to build a matx pc. Im planning to use the gigabyte GA-Z170MX-Gaming 6 lga 1151. The descriptiom says that when 2 x16 slots are populated they work only at x8. Will that affect performance on a gtx 1070 in sli config?

No. PCIe devices are barely saturating the lanes.

Also, I'd consider one 1080 over two 1070's.

Two 1070's may not scale perfectly, draw more wattage, create more heat in the case, and cost about the same.

Correction: Two 1070's cost about 150 dollars more than the 1080.

Yeah, 99.999% of games and regular programs can't use more than one GPU, so unless all you're playing is a handful of triple A games that do, it's not really worth it.

you'll be just fine even at x4, so just go ahead;)

NVIDIA GPUs require at least x8. So x4 will unfortunately not work.

I know that, but technically if Nvidia allowed their cards to run at x4, it would work just fine, don't you think?
