Bluetooth Problem in Settings

I think it's fine unless you have a Bluetooth card then you can turn this off. Otherwise, it's just Windows's fault since I have the same thing like you as I just built my new computer a few weeks ago.

your bluetooth/network drivers are installed?

I haven't checked for the lowest price, but something like these:

I have mine plugged on a my monitor USB port on the back. I never did a range check, but Bluetooth is pretty weak in general. Works in my room, is what I tested mine, and that fit my needs. Now, if you put it behind your computer, and its like on the floor in some corner, reception might not me great. Bluetooth isn't Wireless like WiFi.
