Your 960 is enough for 1080@60.

Even 1 single GTX 1060 will be better than 2 960.

 

960 --> 1060 was an improvement of around 75-88% more fps (75% when comparing stock. Of course, depending which Test site did the tests, what games etc, it might be 65%, or 85%~.

 

Since Multi-GPU scales with 190% performance at BEST, and usually with 140-180%... yeah.

 

 Sell your 960 and buy a 1060.

I would only consider it if it were the 4gb version and you just happened to find one relatively cheap (>$100).  But even then the 1060 was a pretty big leap from the 960 in terms of price to performance, and it would probably still beat the 2 960s in most cases.  Single newer card is definitely better here.
