all graphics cards can work at 16x, 8x, and 4x speed, even if they have a 16x connector.

all that is required is for the slot to physically be big enough, or have an open end.

 i already made the open end but what about the 25W limit on the PCI slots

I'm not sure about stock cards, but most aftermarket cards have more power connectors than they need.

for example, the founders edition GTX 1080 has a single 8-pin connector, but most aftermarket cards have an 8 pin and a 6 pin.

this is a server and it doesn't have any cables from its PSU that i can use to power a graphics card
