I was watching some older digital foundry videos where they benchmarked an i5 2500k with a gtx 970 and r9 390 (https://www.youtube.com/watch?v=frNjT5R5XI4) Even though the r9 390 pretty similar in performance to the 970 It was being held back a lot by the i5 while the 970 wasn't being bottlenecked at all. I did some more research and even pclab did similar tests and had similar results (http://pclab.pl/art60000-21.html). Nowadays with the rx 480 offering similar performance for about 200$ ,it is going to be popular for budget builds. So is this problem still present?

Nvidia card have better multithreaded support compare to AMD card in DX11, that's why AMD card perform better in DX12/Vulkan.

moving from a 2600 non-k to a 5820k at 4.5Ghz for me was only a small jump performance wise, but there was one. Friend has a haswell i5, sees large frame rate drops when gaming and watching twitch, twitch being flash and all until this week. So there's that. Multitasking. That's on NVIDIA GPUs. 

For AMD, yes it's more overhead, but it's not much further than NVIDIA. You can still game on sandy bridge really. I suggest it not being too much of a factor in deciding between amd and nvidia for your build, and there's dx12 and vulcan around the cover or so people say

Isn't that more so because of amd's asynchronous compute tho?

This is quite an interesting topic and I would definitely love to know more. In the videos there is quite a lot of difference between a 2500k with the 970 and 390. With the 390 having more stutter. I'm not sure but maybe you didn't experience that much of a performance jump due to the fact that the 2600 has 8 threads unlike the i5s of your friend and those being tested.

right, we both have 970s right now, and unfortunately that's my point of reference. I know the AMD gap exists there, but I think some people exaggerate it. Still, though we are not advancing as fast as we were years ago (those dual and quad core leaps sure were something) I thin people downplay the CPU's importance. With my 2600k I saw advantages sometimes over his haswell i5 with the same gpu and more threads less IPC in newer games, so that's what I was speaking to

Not really, AMD's drawcalls in DX11 is pretty poor so in games with unoptimized drawcalls like Fallout 4, Just Cause 3, etc AMD card will perform poorly because the CPU/driver didn't feed the GPU fast enough to fill that graphic pipeline. Well, that's one of the reason. :P

Might try and test the overhead my self since I am soon going to get an i5 2400 and also since my friend has recently got an rx 480 (as long as he lets me borrow it haha)
