I have nevery played Crysis, so I have no idea about settings.

Just go as low as possible, for best performance :)

you know, if they recommend a 8800GT for the game, what is the chance it wont run properly on a GTX950?

Well I just googled what were requirements to run this game.

And based on that I can tell him that he will be abe to play it.

Luckily for OP, there are more users here, who can provide better infos than me :)

That CPU does not seem like a slouch. What does MSI afterburner say is maxing out? Which is at full usage?

Has the computer failed an OC since being turned on?

If the drivers crash on a GPU when overclocking, It might have dropped into a limp mode until you restart your pc. What is the clock speed of the GPU while you play.

my old card(660ti) could max out crysis 2 and even 3(although with lowest aa settings) at 1080p and got somewhat good fps.

also why isn't your friend directly posting here if he has the problems?

Nope nope nope. you're having a problem then. Reset the OC to stock speeds and restart your computer. Then try to run the game again.

Crysis 2 is very well optimized compared to the other games, I ran it on a Celeron G1610 3GB of RAM and a 1GB GTS 250 at 1440x900 high settings at 50-60fps. A 950 is much much faster so it will run that game perfectly fine on higher settings.
