There is a setting under Power plan that overwrites the 100% CPU mode: http://www.howtogeek.com/240840/should-you-use-the-balanced-power-saver-or-high-performance-power-plan-on-windows/

So check there first.

I speak my mind, sorry if thats a problem.

Well i've checked it and mine is on balanced

If you want your machine to always give what it's got, then change to high performance and don't use balanced.

I want it to only use these clocks while gaming or doing other hard tasks in order to increase it's life span

Just because it says balanced, dont mean that its not changed. So check the CPU settings.

 

Also, adaptive mode dont have anything to do with 100% CPU speed. Its speed step or something like that you need to enable.

Yeah you need to enable EIST in BIOS.

There's nothing wrong with not wanting to run higher voltage or CPU speed when not necessary.  For daily use, it's the best way to go.

 

Sometimes you need to reset the power options.

 

Go into your "Power Options" and select balance.  Then select "Change Plan Setting" to the right of that.  Then "Restore default plan settings for this plan".

 

If that doesn't work, then you'll need to go into BIOS and enable the power saving feature that you may have inadvertently disabled while setting your overclock.
