My monitor is a Asus VG248QE

Try plugging the monitor into anything else to be 100% sure. If it keeps messing up, return it for a new/functional one.

Try using the DisplayPort instead of the HDMI port. I'm not sure if HDMI or DVI can do the 144Hz refresh rate properly.

It doesn't matter, the display is faulty :P
