CX is bad version of PSUs.

GTX 950 seems kinda low for Overwatch and other new games.

RX 480 maybe?

Well RX 480 is around 230$ I think. Or 200$ if you are going for 4GB version.

For your budget, maybe 4GB will fit better.

What about GTX 960 for 180$ new or maybe get some used one?

Overwatch is fairly new game, and kinda demanding, so with GTX 950 you won't get decent fps. Unless you put settings on low.

don't get ddr3 with skylake if you aren't reusing older ram, go with 1x8gb to save one slot for future upgrades, don't get a cx green, the quality isn't very good. get os from reddit for $20-30 if you want to save a few bucks for the rest of the build.
