Is this AIO cooler quiet? Can I control the pump speed. New to water cooling, is it better than the 212 evo?

1st Why do you want a watercooler? Dependending on your CPU it may not be worth it

Don't bother with the H60. Not worth its sticker price. Plus those fans are unbearable at full speed or even undervolted. 

 

Just a 212 and two silent fans would be just as good imo.
