Hello I'm looking to make a home file server for storing stuff documents, videos, and backing up my computer's to I don't have a set budget right now for the partlist but if you can keep it as inexpensive as possible max budget of $400 to $500 and if you can suggest any software to go along with it that would be something not too hard to learn how to use

a small low powered machine should be enough, unless youre running 10 gigabit. what youre looking for is a nas, and the goto os for that is freenas

http://www.freenas.org/

the ssd can be forgone if you have a 16gb flash drive for the boot drive. the g3258 can be had for $50 if you live close to a microcenter (plus the $5 off $30 purchases coupon online). other than that, just add or remove hdd depending on your storage needs

Spoiler

I actually have a old Athlon 64 x2 2.2ghz machine that has 4gb of ram if I just fit that thing out with a more reliable PSU and some new hard drives would that machine work

depends on youre networks bandwidth. if youre pulling gigabit speeds or more from the nas, then probably not. otherwise, the cpu should work (though you might save more money in the long run from power alone), but the ram would need to be upgraded. freenas lists 8gb as the minimum requirement

For your budget Id probably get a intel pentium on lga 1151, with c232 mobo and about 16gb or ddr4 ecc. Then get a low power psu and what ever drivers you want(id probably go wd reds or hgst drives.
