rx 480 or r9 390 ?!

I would go with the 480. It has much lower power draw, which directly reduces the heat output, so when combined with a custom cooler it will run much cooler than your 290. As for the 390, I had a custom MSI 390 and it ran pretty hot, around 87C without any OC, and hit 93C and started throttling in Unigine Valley. 480 all day long imo.
